Kansas LIEAP for winter energy bills

Kansas shutoff rules and winter protections

The Kansas Cold Weather Rule runs November 1 through March 31. KCC says it applies only to residential customers of electric, natural gas, and water utilities under KCC jurisdiction. It does not cover every co-op or municipal utility in the same way, so always ask your provider which rules apply to your account.

Evergy says some assistance can take up to 30 days to apply to an account, so a payment plan may still be needed while you wait. BPU says customers can call 913-573-9145 for payment arrangements and 913-573-9190 for customer service. Kansas Gas Service directs people seeking Share The Warmth aid to apply through a Salvation Army location.

Water bill help in Kansas

Water help is usually local. Call your city water department first and ask about a payment plan, leak adjustment, hardship fund, deposit split, or local charity partner.

  • Wichita: The city lists an H2O Care Fund, Center of Hope help, and a 2026 Rate Relief Water Assistance Program. Wichita says the 2026 program offers a $100 credit, takes applications March 15 through December 31, 2026, and requires proof of 2026 LIEAP approval. Start at Wichita water help.
  • Topeka: The city has WaterShare and other utility credit programs. The Community Resources Council page says applications for the City’s Franchise Fee Utility Credit Program and Water Assistance Program are paused through May 25, 2026, and resume May 26, 2026. KHRC says weatherization can include a home energy audit that looks for energy problems and health or safety concerns.
