Who may qualify

The official South Dakota TANF page says the program serves families with a child younger than 18, or younger than 19 and attending high school, who have serious financial need. The child’s support or care must be affected because a parent is absent, deceased, physically or mentally unable to provide support, or unemployed.

DSS also reviews South Dakota residence, the child’s relationship to the caretaker, who must be included in the assistance unit, income, resources, citizenship or qualified immigration status for each applicant, and other program rules. A child may sometimes qualify even when an adult household member is not eligible. Do not assume the whole family is barred without asking DSS to screen the case.

Income eligibility is not shown as one simple public cutoff because DSS applies deductions and compares countable income with the payment standard. Wages, child support, unemployment, Social Security, and other income may be treated differently. Bank accounts, vehicles, property, and other resources may also need review. Submit the application and ask for the written calculation instead of trying to decide eligibility from gross income alone.

Grandparents, aunts, uncles, and other qualifying relatives may apply for a child-only caretaker-relative case. A relative who is not applying for benefits for herself generally does not have to meet with an employment specialist unless she also applies for her own child.

How much TANF may pay

The current parent-included payment standard depends on whether the parent has sole responsibility for all shelter costs. DSS calls that an independent living arrangement. When the parent is not solely responsible for shelter costs, the shared living standard applies.

These are maximum standards, not promised payments. Countable income, sanctions, living arrangement, who is included, and other case facts can lower the amount. Ask for a written budget when the payment seems wrong.

For a caretaker-relative case without a parent in the grant, the current maximum starts at $389 for one eligible person, $456 for two, and $523 for three. The amount rises with unit size. Agency-placed children may use a different rule, so ask DSS which standard applies.

How to apply for TANF

South Dakota requires two paper forms. Complete the TANF application and the Economic Assistance form. Mail, fax, or deliver both to the local DSS office. The DSS forms page can provide free copies.

1. File promptly. The general application says you may file it with your name, address, and signature to protect the application date while completing the rest.
2. Contact an employment specialist. Unless exempt, begin the work component through a DSS office in a reservation area or a DLR Job Service office elsewhere.
3. Complete the interview. DSS schedules the eligibility interview within two business days after receiving the general application.
4. Submit proof. DSS needs a complete application, identity verification, and the interview before it can decide eligibility.
5. Watch the 30-day deadline. A written decision should be issued within 30 days of the application date.

The DLR TANF page explains job referrals, interviews, adult education, career planning, and training support. The state’s benefits portal may be used for SNAP and Medical Assistance, but the current general application says TANF must be filed on paper.

Documents and information to gather

Use the documents checklist to record every form, fax, upload, deadline, and worker name. Ask DSS what alternate proof is accepted when a record is missing.

Work rules and support services

Most adult participants must complete at least 30 hours of allowable work activities each week. A parent with a child younger than 6 generally has a 20-hour weekly requirement. The written Personal Responsibility Plan states the required activity, hours, and steps for your case.

South Dakota lists several people who do not have to participate in the Parent Work Program: a caretaker relative receiving only for a child not her own, a dependent child younger than 16 or a full-time high school student, one parent caring for a baby younger than 12 weeks, an approved SSI or Social Security Disability recipient, and a veteran receiving benefits for a 100% VA disability.

The work program can help with job search, education, training, case management, child care, and work-related costs. The state lists work clothing, transportation, car insurance, vehicle repair, tools, relocation, and GED testing as possible supports. The cost must connect to the plan and be approved. Ask before paying.

Tell the employment specialist immediately when illness, transportation, child care, disability, safety, or another problem prevents participation. Ask whether good cause or a written plan change applies before missing an activity.

Child support cooperation and safety

A custodial parent receiving TANF is automatically referred to the Division of Child Support when the other parent does not live in the home. There is no application fee for this referral. Services may include locating a parent, establishing parentage, setting an order, collecting payments, and medical support.

The TANF application assigns support rights for people included in the grant to the state while assistance is paid. If the other parent gives you support directly, report it to the Benefits Specialist and the Child Support division. Keeping an unreported direct payment can create an overpayment or case problem.

Time limits, sanctions, and case changes

An adult generally cannot receive federally funded TANF cash for more than 60 months in a lifetime. The months do not need to be consecutive, and TANF received in another state can count. South Dakota has hardship rules, but an extension is not automatic. Ask the worker well before the last month if a disability, safety issue, caregiving need, or another hardship may apply.

Failing to follow the work plan can reduce the payment or end eligibility. Keep copies of time sheets and appointment records. If you disagree with a requirement, request a written decision rather than simply stopping participation.

Report changes in address, household members, income, work, child care, school status, and support payments as DSS instructs. A move or lost phone service can cause missed notices. Update the office quickly and keep proof of the report.

Other help to apply for

TANF is only one part of the family’s budget. These programs use separate eligibility rules, so a TANF denial does not mean the other programs will deny you.

Reservation and Tribal-area differences

The state TANF page says the work component is handled by employment specialists at DSS offices in reservation areas and by DLR offices in many other parts of the state. Tribal social services may also operate related employment, child care, food, energy, or family programs with separate rules.

Ask the local DSS office and the Tribe or Nation’s social services office which program handles your address and family. Do not submit duplicate cash-assistance applications without instructions.
